Relocating to El Dorado Hills Means Learning a Community Without a City Hall

Relocating to El Dorado Hills surprises many newcomers in one way first: there is no city government. El Dorado Hills is an unincorporated community of 50,547 people at the 2020 census, governed by El Dorado County from the county seat in Placerville. Parks, CC&R enforcement, trash franchises and fire protection all come from separate local districts.

The setting is the reason most people come. The community sits at the western edge of the county where Highway 50 leaves Folsom, with Folsom Lake and the South Fork of the American River along its northern edge. Town Center, the business park and the newer neighborhoods line Latrobe Road south of the freeway.

From Surroundings you get a plan for the move, the home search and the loan that works from wherever you live now. We tour for you on video, pull the tax bill and HOA documents for every home you like, and tell you which village fits the way you want to live.

Why People Relocating to El Dorado Hills Choose Surroundings

Surroundings keeps the home search and the mortgage in one place, which matters most when you are buying from another state. One call covers both, and nothing gets lost between an agent in California and a lender somewhere else. Maggie B. Hopkins is a real estate broker and a licensed mortgage broker who shops loans across a network of approved lenders. You can always bring your own lender instead.

Maggie has been licensed in real estate since 2006 and has 23 years in loans and real estate combined. "How do you manage everything if I live out of town?" We answer it with video walk-throughs, written updates and inspection reports we walk through with you on a call.

If you are moving because a parent lives in El Dorado Hills or needs to move here, Maggie is also a Seniors Real Estate Specialist® (SRES®) and a Certified Aging-in-Place Specialist (CAPS). She takes no placement fees from any community or care provider.

Our Relocation Process, From First Call to Keys

  1. A first call about how you want to live. We cover commute, lot size, single-story or two, lake or freeway, and the monthly cost you are comfortable with.
  2. Loan options before the search. You get a pre-approval that already counts El Dorado Hills special taxes and HOA dues. See the getting-ready step for what to gather.
  3. Remote touring. You get live video walk-throughs, plus a drive of the streets around each home so you see the neighborhood, not only the kitchen.
  4. Offer and escrow from anywhere. You get e-signatures, inspection reports with video, and one timeline for the whole move.
  5. Arrival. You get a list of the districts and accounts to set up in your first week.

This is our general process and is not legal, tax or lending advice.

Local Context: Who Serves Your New Home

Newcomers to El Dorado Hills set up services with districts, not a city. El Dorado LAFCO lists the El Dorado Hills Community Services District, formed in 1962, as handling parks and recreation, street lighting and landscaping, solid waste franchises and CC&R administration. Its office is at 1021 Harvard Way.

The El Dorado Hills Fire Department is operated by the El Dorado Hills County Water District, and the El Dorado Irrigation District also serves the area. Two smaller districts, Rolling Hills and Marble Mountain, run their own community services districts, so confirm which one covers an address you like.

The county runs land use, building permits and the property tax bill. Wildfire rules come from the county too: Chapter 8.09, in effect since August 16, 2024, requires at least 100 feet of defensible space around each structure, and the county's Office of Wildfire Preparedness and Resilience runs inspections with CAL FIRE and local fire districts.

Getting Around: Highway 50, Transit and the Airport

Highway 50 is the main route west to Folsom and Sacramento and east to Placerville and Lake Tahoe. The Silva Valley Parkway interchange opened on June 1, 2016, adding a more direct route onto the freeway than the El Dorado Hills Boulevard and Bass Lake Road exits, according to the county's project summary. Local guides put downtown Sacramento about 30 to 40 minutes away by car, longer at rush hour.

Transit fills gaps for some commuters. El Dorado Transit's 50 Express bus stops at the El Dorado Hills park-and-ride on weekdays and connects to the Iron Point light rail station in Folsom, where riders transfer to SacRT's Gold Line toward downtown Sacramento.

If you are comparing places to land, see relocating to Roseville and relocating to Davis, or read our full relocation service page.

Daily life sits close by. Town Center covers 100 acres of shops, restaurants and offices on the south side of Highway 50, and Raley's on Park Drive handles groceries. Mercy Hospital of Folsom, with a 24-hour emergency room, is about 3.6 miles from El Dorado Hills, and Marshall Medical Center in Placerville is a Level III trauma center farther east on Highway 50.

El Dorado Hills public schools fall in three districts: the Rescue Union School District and the Buckeye Union School District for the younger grades, and the El Dorado Union High School District for high school. Confirm the assigned school with the district directly.

Frequently Asked Questions

Is El Dorado Hills part of Folsom?

No. El Dorado Hills is an unincorporated community in El Dorado County, while Folsom is an incorporated city in Sacramento County. The two sit side by side along Highway 50.

Who provides fire and water service in El Dorado Hills?

The El Dorado Hills Fire Department is operated by the El Dorado Hills County Water District, and the El Dorado Irrigation District also serves the area. Confirm the providers for a specific address in escrow.

Can I buy a home in El Dorado Hills without visiting first?

Yes. Many relocating buyers tour by live video, review inspection reports with video and sign electronically. Most still visit once before closing, and we build the timeline around that trip.

How do I get from El Dorado Hills to Sacramento International Airport?

Most people drive west on Highway 50, then north on Interstate 5. Traffic on Highway 50 sets the time, so leave extra room at rush hour.
