Fair Oaks Bluffs, Fair Oaks: Neighborhood Guide
This is the river side of Fair Oaks, from the bluff overlook by Bridge Street east to Sacramento Bar and Sailor Bar.

What are the Fair Oaks Bluffs?
The Fair Oaks Bluffs are the high ground where Fair Oaks drops to the American River. Sacramento County's parkway plan names one piece of it the Fair Oaks Bluff, a 2-acre site near Main Street and Bridge Street. Locals use "the bluffs" more loosely for the river edge of town.
This page covers that river side, from the bluff by the Village east past the streets that lead down to Sacramento Bar and Sailor Bar. Pennsylvania, Minnesota, Illinois and Olive avenues are the roads that reach the water. The Fair Oaks Bluffs is a local name, not a subdivision, so no official boundary exists.

How did the Fair Oaks Bluffs grow up?
The river bars along the Fair Oaks Bluffs started with gold. Sacramento County says Sailor Bar was settled by gold-seeking sailors and dredged for gold during the Gold Rush.
Swimmers came next. A 1980 San Juan Record history says the Fair Oaks park board opened the Fair Oaks River Beach in 1950 at the end of Pennsylvania Avenue. It was the first supervised swimming area on the American River, and the paper reported 6,000 people there one July 4th weekend. The beach closed by 1955, after Folsom Dam cooled the river and floods stopped refilling the sand.
The same history says that in 1961 voters annexed the Sacramento, Sailor and Mississippi bar areas into the park district, along with the neighborhood around Phoenix Field. The district bought the 85-acre Sailor Bar site in 1964 for $85,000. In 1972 it traded Sailor Bar to the county, and it became part of the American River Parkway.
In 1989 the county proposed reclassifying the westerly 1.37 acres of the Fair Oaks Bluff from Open Space Preserve to Nature Study Area, leaving the bluff face as it was.
Where do you reach the river from the Fair Oaks Bluffs?
The American River Parkway Foundation lists four access points on this stretch:
- Sacramento Bar Park, 3936 Pennsylvania Avenue, with bike trail access and a popular put-in for rafters and kayakers.
- Sailor Bar Park, 4253 Illinois Avenue, with a small-craft boat ramp, horse staging and Turtle Pond.
- Olive Avenue River Access, 8266 Olive Avenue, an entry to the Sailor Bar area.
- Upper Sunrise Recreation Area, at the Old Fair Oaks Bridge, with a boat ramp and bike trail access.

What kind of homes are on the Fair Oaks Bluffs?
No public source breaks out home types or build years for the Fair Oaks Bluffs alone. Across Fair Oaks, the Census Bureau's 2020-2024 survey put the median build year at 1977, and about 72% of homes are detached houses.
A home near a river bluff needs a few extra checks. Ask about the flood zone, soils and drainage for the specific parcel, and whether any part of the lot touches parkway land. The 1989 bluff filing listed geology and soils among its issues, so a geotechnical question here is a fair one.
Neighborhood parks sit back from the edge. Montview Park, at 4401 Minnesota Avenue, has a playground and picnic tables. The 1980 park history says developers donated the Montview site to the district.
How do you get around from the Fair Oaks Bluffs?
Sacramento County's directions to Sailor Bar run from U.S. 50 at Hazel Avenue to Winding Way, then to Illinois Avenue.
