Investment Property in Roseville, Read the City Rules First
Run the numbers on rent, financing and repairs before you write the offer, with a broker who also knows lending.

Roseville Rentals That Work on Paper First
Investment property in Roseville comes with city rules that decide which strategies are even allowed. Short-term rentals are limited to an owner's primary residence. An accessory dwelling unit cannot be rented short term under state law. A newer home's special tax keeps running whether the unit is rented or empty. Each of those belongs in your numbers before you write an offer.
Surroundings puts likely rent, repairs, taxes and financing side by side for every property you are serious about. Handling the purchase and the mortgage on one team is the convenient route. Our investor clients intend to close, and we will look at a Roseville house in any condition.
Run the Numbers on a Rental
Why Roseville Investors Choose Surroundings
Investors need someone who reads a house as a balance sheet. Maggie B. Hopkins has 23 years in real estate and lending combined and has been licensed in real estate since 2006. As a mortgage broker she shops loans across a network of approved lenders. Explore options, and compare our quote with any other. Cash buyers and investors with their own lender are welcome too.
We keep a network of cash buyers for homes in any condition. That matters on the exit as much as the entry, because a dated rental sells to a different buyer than a renovated one. Our investment property service lays out the full review we run on a rental.
We never promise a return. Rent, vacancy, repairs and appreciation all move, so every projection shows its assumptions and you can change them.
Our Investment Property Process in Roseville
- We set the strategy. A long-term rental, a fixer or a future home of your own each call for different neighborhoods and loans.
- We check what the city allows. Short-term rental limits, ADU rules and any affordable-housing restriction on the parcel come first.
- We pull the carrying costs. These include base tax, any Community Facilities District tax and lighting charge, HOA dues and an insurance quote.
- We estimate rent and repairs. You see a conservative rent range and a repair budget.
- We shop the financing and write the offer. Inspections feed back into the price, and a neutral escrow company holds the funds.
Selling one rental to buy another may qualify for a 1031 exchange. Your qualified intermediary and tax advisor decide that, and we set the escrow dates around their deadlines. See the offer and financing step of our buying process.
Roseville Rules and Numbers for Rental Owners
Short-term rentals. The City of Roseville requires a short-term rental permit and a business license for stays of 30 days or less. The permit covers all or part of a single-family home that is the permit holder's primary residence. A house you do not live in cannot be a short-term rental. A new permit costs $185 and renewal costs $85 a year, according to the city, and owners must respond within 30 minutes of a neighbor complaint. Transient occupancy tax is filed monthly through HdL, the city's vendor.
ADUs. State law bars renting an accessory dwelling unit for 30 days or less, so plan an ADU as a long-term rental. The city also runs a preapproved plan program for detached ADUs under state law AB 1332, which can shorten the design step.
City-restricted homes. Homes in the city's Affordable Purchase program carry resale rules and a city loan that comes due on a change of use or ownership. They are built for owner-occupants, so we screen them out of an investment search.
Market numbers. MetroList closed sales for September 2026 put the Roseville median at $629,606 and $328 per square foot. On October 4, 2026, MetroList showed 419 active listings and 173 pending, so investors have choices and some room to negotiate.
Who rents here. Demand follows jobs. The city's 2023 employer list ran from Kaiser Permanente and Sutter Roseville Medical Center to Topgolf with 1,970 jobs, Penumbra with 810 and Hewlett Packard Enterprise with 630.
Older rentals and flood status. If you are weighing an older home near downtown or one of the creeks, check the flood map first. The city says less than 7 percent of Roseville is in a floodplain, but a rental along Dry, Linda or Cirby Creek may need flood insurance. Roseville's FEMA Class 1 rating allows up to a 45 percent discount on those premiums, per the city.
Tenant access to transit. Roseville Transit runs 12 local routes, Placer County Transit links to the Watt/I-80 light rail station, and Amtrak's Capitol Corridor stops downtown. A rental near those lines reaches tenants who commute without a car.
Utilities. Power, water, sewer and garbage come from the city. Decide up front which bills the tenant pays and which you carry, and price them into the rent.
Special taxes. A Community Facilities District tax is a fixed carrying cost on many newer homes and is paid with the property tax installments due December 10 and April 10. Read the parcel's bill, not a neighborhood average.

Frequently Asked Questions
Can I buy a house in Roseville to use as an Airbnb?
No, not unless you live there. Roseville's short-term rental permit only covers a single-family home that is the permit holder's primary residence, so a non-owner-occupied house cannot be rented for 30 days or less.
Can I rent out an ADU in Roseville?
Yes, you can rent it for more than 30 days. State law bars short-term rental of an accessory dwelling unit, and the city does not issue short-term rental permits for ADUs.
How much is a Roseville short-term rental permit?
The city lists a new permit at $185 and the yearly renewal at $85, and you also need a business license and must file transient occupancy tax through HdL.
How does Mello-Roos affect a Roseville rental?
It is an ongoing carrying cost on many newer homes, paid with the property tax bill. Each district sets its own Rate and Method, so we read the parcel's own bill.
