Investment Property in Sacramento Under the City's Own Rental Rules
Run the numbers on rent, financing and repairs before you write the offer, with a broker who also knows lending.

What Investment Property in Sacramento Has to Account For
Investment property in Sacramento is judged by city rules that the suburbs around it do not share. The City of Sacramento runs its own rent cap and eviction protections, its own rental registration and its own transfer tax. A duplex in Midtown and a duplex in Carmichael can pencil out very differently.
The rent side has support. The City of Sacramento says it has the highest concentration of government jobs per capita in California, and the state's four-day office order took effect July 1, 2026.
We work with investors who intend to close, and we look at the rent, the rules, the repairs and the loan together.

Why Sacramento Investors Choose Surroundings
Surroundings treats the purchase and the financing as one problem. Maggie B. Hopkins has been licensed in real estate since 2006 and has 23 years in real estate and lending combined.
We also sell homes in any condition for heirs and right-sizers, and we keep a network of cash buyers for them. That gives us a working view of what older city homes cost to repair and carry.
Our broader approach is on the investment property page.
Our Investment Process in the City of Sacramento
- Loan options first. Investment loans usually need more down and price differently. Maggie shops them across a network of approved lenders. Any rate we quote comes with its APR, and approval depends on your full application.
- Is the unit covered by the rent cap? We check the build date and type against the city's Tenant Protection Program before you offer.
- Registration and fees. The city's rental housing ordinance requires each unit to be registered and an annual program fee paid. We budget for it.
- Tax and transfer costs. The county reassesses at your price, and our Sacramento property tax calculator estimates the bill. The city's transfer tax applies at closing.
- Offer and escrow. You sign a written buyer representation agreement, with compensation set by that agreement. We leave inspection time to price repairs.
Local Context: Sacramento's Rental Rules
The rent cap. The city's Tenant Protection Program limits yearly rent increases on covered units to 5% plus the change in the Consumer Price Index. Effective July 1, 2026, the cap is 8.6%, according to Sacramento City Express. Rent can rise only once in 12 months.
Which units it covers. The city's administrative procedures say only units built on or before February 1, 1995 are covered. Single-family homes and condominiums are exempt under the state's Costa-Hawkins Act. That puts many older Midtown flats and South Natomas fourplexes inside the program.
Eviction protections. Tenants who have lived in a covered unit more than 12 months can only be asked to leave for a cause the ordinance lists. Units outside the city program may still fall under the state's Tenant Protection Act. Confirm what applies with a landlord-tenant attorney.
Registration. City Ordinance 2013-0013 says no one may run a rental unless each unit is registered with the city and the annual inspection program fee is paid.
Flood and history. Natomas rentals need flood insurance priced in. Older buildings in historic districts such as Boulevard Park need preservation review for exterior work.
The Property and the Loan From One Team
Investment loans vary more from lender to lender than almost any other kind. Surroundings is a one-stop shop, so the search, the rent math and the mortgage come from one team. That is the convenient way to judge a rental.

- Down payment and reserves required.
- How expected rent counts toward qualifying, and whether that rent fits under the city cap.
- Whether the loan allows a property that needs repairs.
- The APR next to every rate, plus the cost to close.

Frequently Asked Questions
Does Sacramento have rent control?
It does for covered units. The city's Tenant Protection Program caps yearly increases at 5% plus CPI, which is 8.6% effective July 1, 2026. It covers units built on or before February 1, 1995, and exempts single-family homes and condominiums.
Do I have to register a rental in the City of Sacramento?
Yes. City Ordinance 2013-0013 requires each rental unit to be registered with the city and an annual rental housing inspection program fee to be paid. Units in the Tenant Protection Program are also listed on the city's rental registry.
Is a single-family rental in Sacramento covered by the city rent cap?
Generally it is not. The city's procedures exempt single-family homes and condominiums under the state's Costa-Hawkins Act. The state's own Tenant Protection Act may still apply, so confirm with a landlord-tenant attorney.
What is the transfer tax on a Sacramento rental purchase?
The city charges 0.275% of the price, or $2.75 per $1,000, collected when the deed records. The county charges its own transfer tax as well, and the contract says who pays each.
