Laguna West, Elk Grove: Neighborhood Guide
Laguna West is a 1990s New Urbanist plan by Calthorpe Associates built around a private lake, with Stone Lakes National Wildlife Refuge on its western edge.

What is Laguna West?
Laguna West is a planned community on the western edge of Elk Grove, laid out around a private lake. The Congress for the New Urbanism describes it as about 800 acres, roughly 10 miles south of downtown Sacramento. It was one of the first suburbs in the country designed on New Urbanist ideas.
Laguna West and its neighbor Lakeside were counted together as a census-designated place before they joined the city. At the 2000 Census, the Laguna West-Lakeside area held 8,414 people and 3,127 housing units. The city annexed it in 2003.

How did Laguna West grow up?
Developer Phil Angelides began building Laguna West in 1990 on a plan by Calthorpe Associates, the firm of architect Peter Calthorpe. In a March 2008 article for the Congress for the New Urbanism, Angelides called it the first attempt to bring New Urbanism to a mass market rather than a high-end niche. The project was about 90 percent complete at that point.
The same article is frank about the lessons. Some public spaces came out larger than they should have been. The town center filled in slowly, which Angelides blamed partly on conventional retail approved outside the project. Critics also noted that cul-de-sacs and front-facing garages crept into parts of the plan.
What kind of homes are in Laguna West?
Laguna West is mostly single-family homes, many of them built in the 1990s. The original design called for modest front yards, front porches, rear alleys, narrow streets with wide sidewalks and street trees in front of each house. Not every block followed the plan, so two streets here can feel quite different.
The lake shapes the price. The main lake covers about 73 acres and is maintained by the Laguna West Homeowners Association. Heron Lake, about 39 acres, sits four blocks south. Waterfront lots were set aside for custom homes and park-facing lots for semi-custom homes, so the houses along the water tend to be larger and more varied than the streets behind them.
What is around Laguna West?
Laguna West is surrounded by water and open land. Stone Lakes National Wildlife Refuge forms the western edge and connects toward the Sacramento River. Valley Hi Country Club, on Franklin Boulevard since 1961, lies to the east. Protected wetlands stretch to the south.
On the lake itself, kayaks, paddleboards and pedal boats are common. Town Square Park, at the center of the community, has an amphitheater, soccer fields and playgrounds.
How do you get around from Laguna West?
Interstate 5 is the fast route north to downtown Sacramento, and Laguna Boulevard connects Laguna West to it and east toward Highway 99. Franklin Boulevard offers a surface-street route north. Laguna West sits closer to downtown than the newer parts of Elk Grove to the south, which is a big part of why buyers look here.
Which school district serves Laguna West?
Laguna West is served by Elk Grove Unified School District. Confirm the assigned school with the district directly.
What draws buyers to Laguna West?
Buyers come for a lake out the back door, a porch out the front, and about 10 miles to downtown. Lake access, wildlife refuge land and a short freeway trip to the city all come in the same neighborhood. Lakefront and park-facing homes draw their own buyers and trade at their own prices.
ZIP 95758, which takes in Laguna West and much of Laguna, had a Redfin median near $575,000 over the three months ending September 2026. A lakefront home can sit well above any ZIP median, so we price those against other lake sales, not the ZIP.
What should sellers in Laguna West know?
Have the HOA and tax details ready before you list. Buyers will ask about HOA dues, lake rules and dock or boat rules. The City of Elk Grove lists two county-run Mello-Roos areas here, Laguna West Improvement Area #1 (also called Laguna Creek Ranch) and Lakeside Improvement Area #2 (also called Elliott Ranch), plus a separate Stonelake district. Questions go to the county's Infrastructure Finance Section.
Flood questions come up near the refuge. We pull the flood zone for your parcel so buyers and their lenders see it early. Surroundings handles the home and the mortgage brokerage under one roof, so a buyer's payment questions get answered early. See selling your home in Elk Grove, then talk with Maggie.
