What is East Franklin?
East Franklin is the planned area in southwest Elk Grove that grew up around Elk Grove Boulevard and Franklin Boulevard in the 2000s. How did East Franklin grow up?
It was farmland until recently. The same 2000 county notice lists the land as in agricultural use, zoned AG-80 and AG-20. The city's 2012 Historic Context Statement traces farming here back to the Gold Rush. Joseph Sims set up a 1,100-acre ranch on the west side of Franklin Road in 1850.
The name comes from the old town of Franklin, at Franklin Boulevard and Bilby Road. It started as Georgetown, founded in 1856 by Andrew George, who opened a hotel called the Franklin House. Franklin Boulevard was the Lower Stockton Road, a stage route, and the town's post office ran from 1856 to 1943. A 1960s county rule against splitting parcels below 80 acres kept Franklin rural. In 2012, the small corner of it inside the city line held about fifteen homes.
After Elk Grove incorporated in 2000, the city took over the plan and amended it several times, including a 2014 update to match the city's Housing Element.
What kind of homes are in East Franklin?
East Franklin is mostly single-family homes built in the 2000s, on suburban lots carved from those former farm parcels. The plan also left land for shopping centers and parks along the main roads.
Tracts built in a short window tend to repeat floor plans and finishes. That makes upgrades, yard work and condition the real difference between two houses on one street, and it gives a seller clear comparable sales to work from.
How does the East Franklin Mello-Roos tax work?
This is the question East Franklin buyers ask most. The city's East Franklin CFD 2002-1 funds streets, water, sewer and drainage. Its maximum annual tax on a developed single-family home is $840, and the city states that the maximum may not be increased. The tax will not be levied after the 2037-2038 fiscal year.
That end date matters. Each year that date gets closer, and fewer years of the tax remain. Other special taxes can still apply. The city lists a police services district for newer residential projects and a citywide maintenance district, and the school district's CFD No. 1 covers every area in the city. How do you get around East Franklin?

What draws buyers to East Franklin?
Buyers are drawn to newer homes with a known end date on the special tax. A house built here in the 2000s will often need fewer big repairs than one from the 1980s, and the facilities tax has both a ceiling and a sunset. The location splits the difference between the two freeways.
