Laguna, Elk Grove: Neighborhood Guide

Laguna is Elk Grove's first large planned area, laid out by the Pedersen brothers along Laguna Creek and Laguna Boulevard and built from the mid-1980s on.

What is Laguna in Elk Grove?

Laguna is the broad stretch of homes along Laguna Creek and Laguna Boulevard in the northwest part of Elk Grove. Before the city formed, the Census Bureau tracked it as the Laguna Creek census-designated place. At the 2000 Census it held 34,309 people and 11,610 housing units on about 6.8 square miles.

It became part of the new City of Elk Grove in 2000. Its streets use ZIP codes 95757 and 95758.

How did Laguna grow up?

Laguna started as one man's land assembly. The Cosumnes Community Services District's history of Pedersen Park says Floyd Pedersen made his first land purchase in the area in 1966. By 1970 he held 3,200 acres running from Highway 99 to Franklin, on both sides of Elk Grove Boulevard, and up to Sheldon Road.

Through the 1970s Floyd and his brother Mel planned a 5,000-acre development. After years of hearings and environmental studies, the plans were approved in 1980. In 1984 the brothers sold land to other builders. They developed Laguna Woods themselves and built homes on 357 lots next to Valley Hi Country Club.

The parks followed the rooftops. The Laguna Creek Greenbelt on Laguna Park Drive was finished in 1992, according to the CSD.

What kind of homes are in Laguna?

Laguna is mostly single-family homes built from the mid-1980s through the 1990s, after the Pedersen land sales opened the area to builders. The 2000 Census count of 11,610 housing units on under seven square miles gives a sense of the density: suburban lots, not acreage.

A Laguna house is now roughly 30 to 40 years old. That is old enough for original roofs, windows, water heaters and HVAC systems to be near the end of their lives. Condition separates one listing from the next more than anything else here.

How do you get around Laguna?

Laguna Boulevard is the main east-west road. It links Interstate 5 on the west with Highway 99 on the east, so both freeways sit within reach of most streets. Franklin Boulevard and Bruceville Road run north and south through the area. Franklin heads north to Sacramento as a local route.

Laguna also sits on the north side of the city, so it is closer to Sacramento than the neighborhoods built later to the south.

What parks are in Laguna?

Laguna Community Park sits at 9014 Bruceville Road. The CSD's dedication history describes a 16-acre first phase with two lighted softball fields, a lighted soccer field and the district's first off-leash dog park. The second phase was planned as the Barbara Morse Wackford Community and Aquatic Complex, which now runs a year-round water park on the same site.

Pedersen Park, named for the brothers who planned Laguna, and the Laguna Creek Greenbelt add smaller green spaces. On Saturday mornings the Elk Grove farmers market sets up at the Laguna Gateway Shopping Center, 8245 Laguna Boulevard.

Which school district serves Laguna?

What draws buyers to Laguna?

Buyers are drawn to a location on the north side of the city and an older price point. ZIP 95758, which covers much of Laguna and Laguna West, had the lowest median of Elk Grove's ZIP codes, near $575,000, over the three months ending September 2026, according to Redfin. Homes in that ZIP also sold fastest, in a median of 27 days. That figure covers the whole ZIP, not Laguna alone.

What should sellers in Laguna know?

Your house is competing with homes built 20 years after it. Buyers touring Laguna often see a newer Laguna Ridge house the same weekend. Repairs to roofs, HVAC and water heaters, plus a pre-listing inspection, shrink the gap. We help you decide which fixes pay back and which to price in instead.
